[xmlsec] aes-gcm mode

Hi,

Now that the Microsoft CNG backend in available I was wondering if it would be possible to add the aes-gcm algorithms?

I've made a first pass at doing this - both for mscng and the openssl backends. Would you be open to reviewing a pull request?
There are no tests as yet, and I'm not sure of the best way to indicate decryption failure, but it would be great to get the ball rolling.
